I had the good fortune of running substance abuse treatment services when we began to “wage a federal war on drugs.” Although there were some devastating impacts from that “federal war” (i.e., long incarcerations and inequitable incarceration rates), there was some good – finally we began to funnel large sums of money into addiction treatment.
